Can I start a VA loan without my COE in hand?
Often yes. Many lenders will start the file based on documented service history while the COE is being requested through WebLGY. The COE must be in the loan file before the loan closes — but it does not have to be in hand on day one.
What this actually means.
Lender practice varies. Some lenders require COE before pre-approval; others are comfortable starting the file with DD-214 or Statement of Service while WebLGY processes. Manual COE requests (mail, complex Guard/Reserve, surviving spouse) can take longer — start the request early so the COE doesn't become the closing-day blocker.
